The Manitoba Provincial Nominee Program has conducted another draw. It is the second round of invitations conducted by the province in April. Manitoba regularly conducts its draw through the EOI system and invites people to apply for PR applications.

If you have been invited to the latest Manitoba PNP draw, you will have 60 days to complete your application for Canada Permanent Residency (Canada PR) and the documents. If the timeframe passes, your application will no longer be considered.

Special Work Permits Available for Manitoba PNP Candidates

Beginning April 22, 2025, special work permits will be available to certain Manitoba PNP candidates who are at risk of losing their legal status in Canada. These Manitoba-specific permits are valid for up to two years and are designed to support individuals awaiting permanent residency by allowing them to continue working legally in the province.

Eligibility Criteria

Candidates must meet several criteria such as:

  • Hold a work permit that is set to expire within 45 days or have had one that expired in 2024 or 2025.
  • Must be continuously residing in Manitoba since before January 15, 2025, and must have had a valid MPNP Expression of Interest (EOI) profile.
  • Must have a letter of employment from their current Manitoba employer and meet further requirements under the federal government’s temporary public policy.

This temporary public policy was first introduced by Immigration, Refugees and Citizenship Canada (IRCC) in August 2024 to support Provincial Nominee Program candidates who are contributing to local economies but face gaps in legal work authorization due to long wait times.

The policy provides a pathway for eligible individuals to apply for Open Work Permits (OWPs). Applicants must request a Support Letter from the MPNP by completing an online submission form, which includes documentation such as a current or expired work permit.

The application window remains open until December 31, 2025. This initiative aims to help stabilize Manitoba’s labor market by retaining skilled foreign workers and supporting their path to Canada permanent residence.
