Ontario, July 2, 2025. The Ministry of Labor, Immigration, Training and Skills Development (MLITSD) has announced critical updates to the Ontario Immigrant Nominee Program (OINP), now effective as of July 1, 2025. These regulatory changes aim to ensure that the program is more responsive to the changes in the labour market requirements in Ontario.

New Employment to Retrieve Applications

Before a nomination is made, OINP has the regulatory authority to reject applications. Also, in case of the return of the application, either individually or by their representatives, intimation would be given and the application fee completely returned.

Through this change, OINP is able to:

  • Be more flexible when responding to the priorities of the labour market.
  • Arrange the distribution of nominations more effectively.
  • Reduce the impact of program integrity problems by getting rid of high-risk or non-aligned programs.

Introduction of Employer Portal

The OINP has now announced the development of an Employer Job Offer stream digital application process, including the adoption of an official new digital Employer Portal. When this shift occurs, a boss-driven application paradigm is established, meaning.

  • The employers should provide the details of their business and employment information through the portal.
  • The information from the employer can also allow potential candidates to lodge their Expression of Interest (EOI).
  • In order to complete a new EOI on the portal, those whose EOIs were automatically withdrawn under the previous mechanism have been asked to communicate with their employers.

New Requirement: Introduced In-Person Interview

Face-to-face interviews with employers and international applicants are now a requirement of the program. There will be an update to verify:

  • The reputation of those employers that give out offers.
  • The authenticity of foreign personnel ID.

Certain exceptions related to the in-person interview requirement can be made on a case-by-case basis.

Changes in Educational Requirements for Early Childhood Teachers

The OINP has offered to relax educational criteria among the applicants that fall under the Human Capital Priorities (HCP) and French-Speaking Skilled Worker (FSSW) streams. Candidates using NOC 42202 – Early Childhood Educators and Assistants will no longer require education to have achieved at least the minimum requirement in the case:

They belong to the Early Childhood Educators College.

The goal of this change is to recognize that qualified professionals who are already permitted to work in Ontario’s education sector are prepared for the workforce.

Revised Program Materials

OINP has affirmed that all the program materials and pages on the websites were updated to depict these changes, which are now in effect.

These modifications will ensure the integrity and efficiency of provincial immigration nominations while also assisting the OINP in simplifying its procedures to align with Ontario’s labour market objectives.
